Description:
The selected applicant will be responsible for identifying, analyzing, defining and coordinating user, customer and stakeholder needs and translate them into technical requirements. Assist the customer and program teammates in expressing their needs in terms that can be used to generate valid requirements. Help identify technology solutions with the potential to improve business processes. Work with stakeholders as well as technical and analytical counterparts to define constraints and develop requirements and concept of operations documentation. Work with stakeholders to identify best-fit technical solutions to meet the customer needs. Identify technical risks and develop mitigation strategies. Provide conceptual design, prototype, and test cycles appropriate to a chosen technical solution. Identify, document and manage interdependencies with other systems and elements of the IT infrastructure. Evaluate industry offering to identify products and technologies with the potential to support solution integration and design.

Required Skills:
Must have 15 years minimum experience working experience in a Top Secret, classified environment. The selected applicant must have a strong technical background in each of the following areas:
o Networking: Protocols (LAN/WAN); Services (DNS, DHCP, FTP/SFTP, DFS); Switches; Routers
o Programming: System; Web; Client/Server; JAVA/JEE; C/C++; Shell Scripting
o Data: ODBC/JDBC; MS SQL; Oracle; XML; MarkLogic
o Infrastructure: Server (Blade, Virtual); Storage (SAN/NAS/DAS); Clustering; Enterprise Monitoring
o INFOSEC: Firewall; PKI; Encryption; Anti-Virus; Patching

Experience with identifying, analyzing, and defining system IT needs. Apply knowledge of enterprise IT needs to design improved processes, generate valid requirements, and ensure these are consistent with the enterprise technical architecture. Act as an advisor to IT system engineers and propose changes to the enterprise technical architecture based on analysis of requirements and new technology. Work with appropriate parties to resolve discrepancies between proposed IT systems and enterprise quality and security standards. Formulate and define the technical scope of activities aimed at improving IT support for overall enterprise business processes. Identify architectural and technology risks with the potential to impact IT infrastructure; develop goals and plans to mitigate risks. Define IT architecture issues and allocate requirements. Define enterprise IT systems engineering processes. Develop and execute system engineering management processes.
